Advocate for Russia
Overview
The Russian Adoption Program is considered stable, but it is ever-changing. Over the years, Russia has re-written their adoption requirements numerous times, causing families to often need to re-do paperwork. Still, Russia is the 2nd largest placing-country (after China), and placed 4,639 children in US families in the year 2005.

Children Available: Infants, toddlers and school-age children are available for adoption. There are many sibling groups that are waiting for a family. Most children live in an orphanage while waiting for a family.

Parent Qualifications: Couples and singles may adopt from Russia. There are no age or family size requirements, however, many individual agencies have their own criteria.

Travel: Two trips are required for adoption from Russia. The first trip is to meet your new child and accept the referral. Only one parent may travel for this meeting, but it is preferred that both parents in a couple travel. The second trip requires both parents to travel and appear before a judge to complete the adoption.

Timeline: From the time your dossier is completed until referral varies. If a waiting child is chosen, the timeline vastly speeds up. For special needs pre-identified children, the wait is also often shorter. For a healthy infant, the time from dossier to referral is approximately 2-6 months at the time of this writing. Girl infants often have a longer referral time. Travel after referral may be from 1-4 months.

Important Note: Families choosing to adopt from Russia must be committed to filing obligatory post-placement reports (4) done by the social worker. These reports are due at 6, 12, 24 and 36 months following placement. Failure to file reports may result in an adoption agency losing their accreditation in Russia. The Russian government is very firm in this requirement.

Tips:To get started, please read the RainbowKids Adoption Guide (left menu) first. The next step is to contact and compare agencies. You may easily do this by using the Contact Wizard on our website. Receiving feedback about agencies from an online discussion group is always helpful as well. Finally, when you bring your child home, be sure and send your story to RainbowKids. We love hearing from proud new families!
