Lilya Popovetsky, MA SpEd, CAS, SDA is the founder of A Multilingual Development Agency   She obtained a Master’s Degree from Columbia University’s Teacher’s College in Early Childhood Special Education, with a dual certification in General Education.  Lilya went on to complete an educational administration degree from Hofstra University. 

Lilya is a Russian-born special educator who conducts full developmental educational evaluations for children and their families.  The evaluations assess all areas of development including cognition, adaptive skills, social-emotional development, physical development, and communication skills. She works with a network of Adoption Professionals at AdoptionDoctors.com, and writes often about early intervention services.

Lilya is highly involved in the adoptive community. She provides counseling and guidance to individual families, and she is often invited to be a guest speaker at adoption conferences and support groups.
